Who we are & what we do
The ideal place to start if you want to know what Transit does.
Introduction
Transit New Zealand (Transit) is the Crown Entity responsible for state highways - the strategic roads and motorways that are about 12% (10,894 km) of all New Zealand's roads, but account for about half of the 36 billion vehicle kilometres we travel every year.
Our annual budget is over $1 billion and we have about 450 staff. Our Chief Executive is Rick van Barneveld, who reports to a statutory Board.

The Board
The Board of Transit New Zealand operates much like a company board. Appointed by the Government, the Board of Transit New Zealand directs both overall policy and prioritisation of activities.
Bryan Jackson, JP Prior to selling his business interests in 2005, Mr Jackson had built a very successful motor vehicle dealership. He is a former Board Member of Land Transport New Zealand and former Chairman of Hutt Valley Health Corporation. Mr Jackson is currently Chair of the Seaview Marina Limited, Wellington Water Management Limited, Vehicle Testing Group Limited, Urban Plus Ltd, Designtex Company Ltd, a Director of ING Co. Pty Limited, Nees Mitre 10 Limited and Comsol Developments Ltd, and Managing Director of Jaclan Investments Ltd and Jaclan Holdings Ltd. He has previously held directorships in both the private and public sectors, and is also a Justice of the Peace. |

Ernesto Henriod A civil engineer, Mr. Henriod worked for many years with British consulting and contracting companies, in Peru and the U.K. Joined Fletcher Construction in 1976, and was Regional General Manager of Fletcher Development and Construction for Canterbury/Westland until 1980. In 1980 he joined the World Bank, and worked in the Washington DC Headquarters until his retirement in1998. His last position with the World Bank was Department Director. He is now a visiting lecturer in Canterbury University (MEM and Civil Engineering). He is also an advisor at the Centre for Advance Engineering and contributes to CAE's work on construction and contract management. Among other publications, Mr. Henriod was the principal author of the World Bank book The Construction Industry and contributed to and co-edited the CAE book The Contract in Successful Project Management: Innovation in Contract Forms and Dispute Prevention and Resolution, a collection of papers by international experts. In the World Bank he also pioneered the introduction of highway maintenance by contract in developing countries and the use of the Disputes Resolution Boards in major contracts. |

Garry Moore, CA, FNIM A trained accountant, Mr Moore has worked in both the public and private sectors. His involvement in local body politics began in 1989 when he was elected as a member of the Canterbury Area Health Board. He then served two terms as a Councillor for Christchurch City Council and was elected Mayor of Christchurch in 1998, serving three terms before stepping down in 2007. He was founding Chair of the Mayors Taskforce for Jobs, and is Chair of Safer Christchurch. Mr Moore is a member of the Institute of Chartered Accountants of New Zealand and of the Institute of Directors. He is a Director on the Boards of Christchurch City Holdings Ltd, Canterbury Development Corporation and Whalewatch Ltd. |

A New Zealand Nuffield Scholar, Former President Rotorua Federated Farmers, and Chair New Zealand Agricultural Training Council. Former President and Life Member of the Polytechnic Association of New Zealand. Past president and district chairperson of Rotary International and holder of a Paul Harris Fellowship (Rotary International) Medal of Merit and Melvin Jones Fellowship (Lions Foundation). |

James Hill A former managing partner of KPMG Auckland and currently Chair of Manukau Water Limited. A chartered accountant, Mr Hill is an experienced director with knowledge of local government and the Auckland water industry. Currently on the board of several private companies. He was previously Chair of Metrowater and a director of The Yellow Bus Company.

Mike Williams President of the NZ Labour Party. Former information technology analyst. Director of the Institute of Geological and Nuclear Sciences Ltd, member of Auckland Regional Transport Authority (ARTA), Waitakere Enterprise, and New Zealand Railways Corporation and Genesis Energy Boards.

Chief Executive, Rick van Barneveld
After graduating BE from the University of Canterbury, Rick van Barneveld was awarded a Commonwealth Fellowship to study for a masters degree in highway and transportation engineering at the University of New South Wales.
Over the next 10 years he gained practical and management experience in roading around New Zealand. Highlights included:
- the reconstruction of the Lindis Gorge on SH8
- the moveable median barrier on the Auckland Harbour Bridge
- starting the Bombay Hills expressway.
For 15 years he led the development of Transit's operational capability in planning, maintenance and construction.
Significant events included:
- tendering out in 1991 all highway engineering maintenance and construction work, with permanent cost reductions of more than15 percent
- the establishment of a competitive market for engineering and construction
- implementation of a nationwide asset management system - now used by all local authorities
- the development of large 10-year performance contracts.
- The introduction of innovative environmental, social and visual improvements through new contract incentive structures.
Rick has published and presented many papers on opportunities to improve the performance of road administration and has led World Road Association teams on this topic.
Rick is married to Jeanette and they have three grown sons. Rick maintains balance in his life through his church membership with Jeanette, regular cycling, or a daily gym session. Rick is the president of the Wellington Central Rotary Club. With any leftover time he plans to finish restoring his first car, which he has owned for more than 30 years.
