Interim Cost Sharing Policy

Transit wants to work with local authorities and developers to ensure the transport costs of new development are shared equitably.

The Transit New Zealand Board recently set out its current position in relation to contributions of land, works or money from developers, councils and other parties to mitigate the adverse effects of new land use developments on state highways.

Mitigating the effects of development on state highways has been an integral and complex part of Transit's business for many years. The increased emphasis on promoting integrated land use and transportation under the Land Transport Management Act 2003 (LTMA) has focussed attention on this issue. Accordingly, this interim policy has been prepared to confirm the scope of Transit's role and Transit's overarching objectives with respect to equitably providing state highway infrastructure in response to development.

The final Cost Sharing Policy will be an integral part of the revised Planning Policy Manual when it is published in mid 2007. Transit welcomes feedback on the interim Cost Sharing Policy and will take all comments into account as it develops the new Planning Policy Manual. Please email feedback to planning@transit.govt.nz.
