Funding
Over $1 billion is spent each year operating, maintaining and developing the state highway network.
The National Land Transport Programme (NLTP), managed by Land Transport New Zealand on behalf of the Government, provides most of the funding for implementing the 10-year State Highway Forecast. Some supplementary funding also comes from cost sharing arrangements with local authorities and developers.
From 2006/07 onwards, Transit will also use debt financing to be repaid by tolling for specific projects. The Land Transport Management Act 2003 allows Transit and other Road Controlling Authorities to bring forward the construction of new roads by tolling, subject to an Order in Council.
