Integrated Planning
Achieving integration between transport and land use is essential if state highways are to continue to play their part in meeting New Zealand's transport needs.
New growth is vital for New Zealand and state highways are one of the key infrastructure networks that underpin development. Transit, as the Crown Entity responsible for the state highway network, is therefore committed to delivering a state highway network that builds a better New Zealand.
Well planned development can be matched to the capacity of existing and proposed infrastructure including the transport system and result in high levels of accessibility, free-flowing roads, reliable journey times, good travel choice and social and environmental heritage of which we can be proud.
For Transit, one of the ways to assist is by integrating multi-modal transport infrastructure and land use change. In our view the two are inextricably linked and developing them together is important for New Zealand. This requires a joint approach to planning and funding, making it more essential than ever for local authorities, Transit and Land Transport New Zealand to work together.
The "Planning Policy Manual for integrated planning and development of state highways" sets out Transit's approach to achieving greater integration and is based on several themes:
- Achieving integration through partnership
- Long term planning and funding
- Balancing national and local needs and aspirations
- Supporting sustainable development
- Providing value for money.
This is Version 1 of the new Planning Policy Manual and is based on our experience since the passing of the Land Transport Management Act in 2003, the many workshops and planning engagements since then and very importantly the work recently completed in the joint Local Government New Zealand/Transit New Zealand Planning Alignment Project. It will be finalised in early 2008 and stakeholder feedback is encouraged in the interim. We look forward to your contributions.
