Planning Alignment Project
The Planning Alignment Project was a recent joint project between Transit New Zealand and Local Government New Zealand to examine ways to better achieve integrated planning by improved partnership working. The project involved workshops with the relevant local authorities, and looked at five case studies in the following locations:
- Growth in Kaikoura District (Kaikoura District Council)
- Industrial development at Milton (Clutha District Council)
- Katikati bypass (Western Bay of Plenty District Council)
- Warkworth - Perrendale development (Rodney District Council)
- Te Hape ("Mulligan" case) - (Whangarei District Council)
The final report, prepared by independent planning consultant Ken Tremaine and published in May 2007, contains a number of recommendations for action over the next three years. These include:
- the introduction of early warning protocols to ensure potential issues are identified early in the development process;
- model agreements between Transit, local authorities and/or developers to shape how land use and transport planning issues are dealt with;
- a context sensitive approach within Transit to considering development proposals, based on state highway categorisation;
- an audit of whether integration is being achieved in regional planning documents;
- best practice guidance notes on land use, infrastructure and funding; and
- advocacy for legislative change and a National Policy Statement on integrated planning.

Transit New Zealand has accepted the report and is committed to delivering the recommendations in partnership with Local Government New Zealand.
