Contracts & Tendering Procedure

Transit New Zealand contracts and tendering procedure.

Consultants and contractors wishing to tender for Transit state highway projects should follow the procedure below:

  1. Check Land Transport New Zealand's National Land Transport Programme to see which state highway projects have been funded. (Land Transport New Zealand is the Government's land transport funding agency).

  2. Check national and local newspapers, the Tenders Gazette, and the Transit website for Transit tender advertisements for contracts associated with these projects.

  3. Obtain a set of tender documents from the Transit office, or the consultant listed in the advertisement.

  4. Consultants and contractors must follow the correct procedure when submitting their tender(s). Transit manuals are available on this website to assist you, for example the Contracts Procedure Manual.


  5. Contracts generally close at the regional Transit office responsible for that contract, although there are times when a remote office will be selected. The Request for Tender (RFT) will list where and when the contract closes.


  6. Evaluations for Professional Services contracts are carried out by Transit. There are three different methods:
    • open tendering
    • pre-registration of interest
    • direct appointment.
  7. The consultant appointed by Transit for the Professional Services contract manages tenders and evaluation processes for Physical Works contracts. The consultant will:
    • send out tender documents on Transit's behalf to interested parties
    • send out any clarifications to the tenderers through Transit
    • facilitate any pre-tender meeting.
  8. The tender evaluation team that has been selected by the consultant will recommend to Transit the preferred contractor.

  9. Tenders are evaluated on specific criteria according to the nature of the contract. Some tenders will be chosen on Lowest Price Conforming, others on a Price Quality Method (PQM). PQM considers a range of factors (including price), and assigns a given weighting to each.

  10. Transit is undertaking a trial of a Prequalification registration system. The trial has been effective from 1 July 2003.
