Key Features of the Electronic Toll Collection System

  • This simple electronic toll collection system has the following key features:
  • Includes a roadside detection system, a back-office to process payments and a customer services office.
  • Vehicles at each toll point are identified by cameras and/or other equipment.
  • Toll charges are incurred as vehicles pass through each toll point.
  • Vehicles are identified by an image of the vehicle’s licence plate or possibly, for frequent users, by an electronic tag inside the vehicle.
  • Emergency services would be exempt from tolls.

How the Tolls will be Collected

  • For regular users a range of easy to use payment options will be available, including direct debit of established accounts.
  • For visitors to Auckland and infrequent users, there will be easily accessible short-term payment options for pre or post travel.
  • For people who drive through the toll road unaware of the need to pay a toll, we will capture an image of their vehicle’s number plate and send a bill to the registered vehicle owner inclusive of any fees payable.
  • The toll system is still under development and final payment options are still to be decided.
  • If a toll remains unpaid after the prescribed period, it will become a toll offence and an infringement notice may be issued to the registered vehicle owner.  This will be dealt with in a similar way to other traffic offences.
  • For users who don’t want to use the toll road, there will be a free alternative road.

First Toll Road

Auckland’s Northern Motorway Extension, known as ALPURT B2, is New Zealand’s first approved toll road under the Land Transport Management Act (2003) and is planned for completion mid-2009.

As roading projects are prioritised for funding and completion, many worthwhile projects either suffer extensive delays or do not proceed at all.  ALPURT B2 was one such project but the approval to toll means the project can proceed and be completed at least 10 years earlier.

The toll tariff will be around $2 for cars and $4 for heavy vehicles, which is the amount Transit consulted on in 2004 adjusted for the CPI.
