SH1 Western Belfast Bypass

Christchurch Northern Motorway to Johns Road
Purpose:

The Western Belfast Bypass was identified during the Northern Roading Options Scoping Study (NROSS) as a longer term improvement for the northern access to Christchurch. NZTA are currently investigating a full Western Belfast Bypass and the requirements for a possible interim Western Belfast Bypass that are proposed as part of land-use development of the "Applefields site" bounded by Johns Road and Main North Road. NZTA have an agreement with the developer, Western Belfast Consortium Ltd (WBC), that delivery of the interim WBB would be the developer's responsibility, with NZTA providing the intersections connecting back to the state highway at Main North Road and at Johns Road near the Groynes.

The traffic volume on Main North Road north of Johns Road is approximately 37,000 vehicles per day. This volume is growing at approximately 2.3 percent per year i.e. an additional 900 vehicles per year. This traffic volume is near the capacity of Main North Road and there are a number of associated issues such as noise, community severance, safety (especially for cyclists and pedestrians), and delays. In addition the lack of capacity is hindering the development of land in the Belfast area, as identified in Canterbury Regional Policy Statement prepared by Environment Canterbury, which is needed to accommodate the growing population of Christchurch.

A full Western Belfast Bypass (WBB) would provide a direct connection between the Christchurch Motorway and Johns Road, thereby bypassing the Belfast urban area. An interim Western Belfast Bypass would have the same alignment as the full bypass however it would only extend as far north as the intersection of Dickeys Road and Main North Road.

The intersection improvements at the intersection of Main North Road and Johns Road were carried out to ensure the intersection had sufficient capacity until the interim Western Belfast Bypass and/or the Northern Arterial are completed. The improvements to this intersection will not, however, provide long term relief
